How to fix bad download speed nexus mod manager

I have read through hundreds of complaints about the download speed and not one person has offered a solution nor has it been solved apparently. Steps to reproduce: Download a mod through Mod Manager Download, happening with every mod.

I decided to just get premium to have no download cap. I have restarted vortex, restarted my pc and nothing seemed to have worked. Download speed is not limited by Vortex - at all. Even the non-premium cap isn't. That's all under control of the server.
